- North: Average occupancy rate ~92% — land fund in large industrial parks near Hanoi is very limited
- Southern: Occupancy rate ~85% in Dong Nai, Binh Duong — some new industrial parks in Binh Phuoc and Long An still have large land funds
- Secondary province: Nghe An, Gia Lai, Khanh Hoa still have many land funds with attractive prices 30–40% more.
The pressure of lack of land fund in traditional industrial zones is driving the FDI wave to shift to secondary provinces - this trend is expected to increase sharply until 2027.

This is a common question from foreign investors. Key differences:
- Industrial Parks: Enterprises in industrial parks can sell products both domestically and internationally. Raw materials can be imported according to normal tax. More popular and more flexible
- Export Processing Zone: Considered a "private customs territory" - enjoy special tariff incentives but products must be at least 80% exported. Suitable for 100% export businesses

Foreign investors often need the following licenses and procedures (according to the Investment Law 2020):
- IRC (Investment Registration Certificate): Investment registration certificate — issued by the Industrial Parks Management Board or the Department of Planning and Investment
- ERC (Enterprise Registration Certificate): Business registration certificate — establishment of legal entity in Vietnam
- Construction permit: After having the basic design approved
- Fire protection: Fire prevention — required before being put into operation

- Manufacture of electronics, machinery and equipment
- Construction of factories and warehouses
- Processing agricultural products and food
- Textiles, footwear
- Chemicals are not restricted
Some industries have restrictions on foreign ownership (telecommunications, banking, retail...) — but this does not apply to most industrial manufacturing sectors.
According to legal regulations, the time to issue an IRC is 15 working days from the date of receipt of complete and valid documents (for projects in industrial parks). However in reality:
- If the documents are complete and the project does not require special appraisal: 2–4 weeks
- If the project is large or belongs to a conditional industry: maybe 1–3 months
- The project needs investment policy approval from the Provincial People's Committee or the National Assembly: 3–6 months

Vietnam has many attractive tax incentives for FDI in industrial parks:
- Standard CIT: 20%

- Special offers (high technology, R&D): 10% for 15 years, exemption for 4 years, 50% reduction for 9 years

CBAM (Carbon Border Adjustment Mechanism) is the EU's Carbon Border Adjustment Mechanism — officially effective from 2026. According to this mechanism, goods imported into the EU from countries with carbon prices lower than the EU (including Vietnam) will be subject to an equivalent carbon fee.
First affected industries: steel, aluminum, cement, fertilizer, electricity, hydrogen. Expected to expand into many other industries after 2026.
DPPA (Direct Power Purchase Agreement) is a mechanism that allows businesses to buy renewable electricity directly from power generators — not through Vietnam Electricity Group (EVN).
In Vietnam, DPPA is regulated in Decree 57/2025/ND-CP with 2 forms:
- Virtual DPPA (virtual): The enterprise signs a contract with the generator, electricity still flows through the EVN grid, but the enterprise receives a Renewable Energy Certificate (REC) to prove that it uses green electricity.
- Direct DPPA (direct): Private line connection between generator and business — suitable for industrial parks with technical conditions
